I Think The Error Is In The Game.....

before dirt 3 i played nfs most wanted 2012 , Assassin's creed and nfs run in my laptop these i played perfectly with high resolution but this not work .if i inhance my ram 4 gb to 8 gb then it supports more games which have high reqs.

The old ones don't but the higher end HD4000 do!
And the HD4000 with his CPU is just enough for this game to play in 720p/midlow.

You don't need an i7 for this...at least not the new generations like from Sandy Bridge and up.....
I think that the requirements refer to the first generation which you can find very cheap these days...
The i7 is a CPU, not GPU...
And yes, the 690 is good, but for the money I'd get 2x780 in SLI and with a bit more money you can get a decent i7 too....all from the price of the 690 alone.
