There won't be such a thing as beta game of GTA mhaan... i have on steam Pre-purchased version of GTA and cant even download it just because of extending premiere. When it comes it comes for good but back to your question. I trust in R* and i hope that they'll keep to their specs till the end. Maybe a slightly diffrence but not so much- it's a game from PS3 port so req cant be that high!
