i would not know what the problem is other than are all your drivers up to date?

but it checked for that and there's a green tick and my friends don't have any of different graphics card but they can run it smooth

your graphics card is the problem the intel 3100 is too weak to handle this game you need a ati or nvidia graphics card.

i complete all requirements but still cant run this game
a red line comes and the game crashes to desktop

maybe the Intel(R) GMA 3100 is very weak but it May work on lowest settings. but i don't think it will.
ideally you need at least a ati or nvidia gpu
