There were some powerful 256mb GPUs back then. After all the minimum says that you need 128MB video memory, so yeah... 😜
Well, you'll get a very choppy frame rate....Even in 480p you'll need to set the graphics from low to mid-low for a steady FPS.
As for monitor, not the game decides if it works or not... 😂
A game will run no matter on what monitor it's played, your GPU is the one who needs to support your monitors resolution.
