Minecraft - Better Together Update

Hi all,
I was using minecraft bevore version 1.13.2 working well; after that update I may not access it again.
Following instructions on internet I updated Java to 8 Update 191, without success. Trace reports "java.io.FileNotFoundException: C:\ProgramData\Oracle\Java\java.settings.cfg (The system cannot find the file specified)". I removed/reinstalled minecraft & java severals times but nothing. I run a laptop Intel core 2 Duo CPU P8400 @2.66 MHz, 4 GB RAM GPU NVIDIA Quadro FX 2700M on Windows 7 32bit.
Has anyone an idea how to create (correctly) that file or any hint to help? Thank in advance.
