Nope.
That means the latest DX redistributable package, not that you need DX10 minimum.
It says on the note that not all cards are supported but it may work!
But you have to have installed the June 2010 DX redistributable package!
But this pretty much comes with the game every time and the installer will install it automatically if needed.

But on the lower side...The biggest issue with your system is that you only have 1GB of RAM...If you'd have at least 2 or 3 then you'd be able to run it on the higher mediums too.... 😀
That has to be the "GeForce GT 540M" and yes you can run both games, and yes the game is good and yes it has good graphics!

sorry it sounds like a digital rights management (DRM) problem with new games you get one disc and one key if that key is used more than once the (DRM) will block you from using the game there is no way around it other than to buy a new game

Well, if your friend has an original DVD with the game, then only he can use the game, because the serial number can be used only once per person, so you need to buy it yourself too, if you want to play it!

I took a peak at your settings, and I have the answer.
The AMD Sempron SI-42 is a single core CPU and it's not meant for gaming. It says clearly that you need at least a dual core.
The NVIDIA GeForce 8200M G is just too weak for gaming, thus it wasn't made for gaming.
These are the reasons for lag.
Maybe you have 94% but if the CPU or GPU is shown red or orange for you, then you'll have problems.
All depends on the quality and the type of the hardware.
For example there are single core CPUs that are better than dual core ones, and there are 256MB GPUs that are better than a 1GB one. hard to believe, but true.
The reason is that there are CPUs and GPUs that are made specifically for workstations, media playback and gaming. And there are ones that can fulfill all three.
For example let's take the QuadroFX series from Nvidia, there are 2,4 and 6 GB versions. These are for workstations but could run some games too. And now lets look at the GTX series which are for gaming and could do some workstation work too.
BUT a 1 GB GTX card can bring almost or better performance in gaming compared to the 6GB QuadroFX and a 2GB QuadroFX single card can bring almost or better performances in a workstation compared to a GTX SLI configuration.
Do you understand what I'm trying to say?
It doesn't matter how much memory you have as long the card isn't suited for what are you trying to accomplish with it.
