Well, don't expect old games to run flawlessly on modern systems...
There are things called optimizations....and not all games are optimized for new hardware....

You're right, but Xeons are used for gaming too in some cases... IN this case that is not his issue! 😀
intel xeon processors are not designed for gaming they are server processors you need a i3 or i5 or i7 for gaming that is why you can't run it properly
i have a intel core i5 3210M 2.5Ghz and a AMD radeon HD 7670M 1GB GDDR5 in my laptop and i can run it on max settings with no issues

I have a computer running twin Geforce 780s and a Xeon E5-2687W @ 3.10GHz CPU, I downloaded the game from steam, just the other day and was not able to run the game at legible FPS. Where as installing it to me Second Pc with a Pentium 4 1.7Ghz with a Geforce 7200 I could run the game at wonderful playable speeds.
I strongly recommend you buy yourself a Pentium 4 CPU and a similar , 3D accelerator GPU to play this wonderful game.
