nvidia 9800 gtx/intel dual core e5200 2.5 ghz (OC to 3.8 ghz) and 6 gig ram (buying it tommorow) will i be able to run it with no lag on 720p?

I can play this game at low settings with just average fps...
I have 2 options for upgrade and very low budget
1) Upgrade CPU to Core 2 Quad Q9650
-OR-
2) Get a 128GB SSD
3) or maybe upgrade to 6GB ram?
Which upgrade will be more effective to improve fps?
