Well, you're half right. Yes the Phenom family has it's good CPU's but there are even better in the FX family as well.
The Bulldozer was very much hyped but it turned out a bit poorly but the Piledriver family is much better and tops the Phenom in many cases.

Well...your setup is an older one and you can't really find good parts now days other than second hand.
So if you have the money and want new stuff then the whole computer. By that I mean new motherboard, new CPU, new GPU and if your RAM isn't DDR3 then new RAM as well.

Yes I know that they are different generations, but if I say he can, he can.
I work with computer parts everyday and am an IT Technician in and outside my University, so I pretty much know what I'm saying.
I don't want to be rude, but that isn't enough if you read some things on the internet and then pretend to know better.
What he has is the minimum required and the core 2 duo is the recommended, but nobody said that you need recommended hardware to run the game at max! You can run games on high even with the minimum requirements.
Look at my sepcs and look at Battlefield 4 requirements, it says that it requires a 6 core AMD CPU and a 3GB GPU to max it out. I have a 4 core AMD CPU and a 1GB GPU and I can still play it on max settings with 50+ FPS.
So if you don't have enough knowledge or you aren't sure in something please don't pretend that you know it.

There's not so big of a difference as you think. He can easily play it without problems.

That gpu and ram can play it on max,that processor can also max it if it has gud clock speed but that processor clock speed is 1.86ghz so ,med settings easly
