The Crew is Ubisoft's next free PC game

Ubisoft's online racing game The Crew is the next Ubi30 game which means it is free to download on PC from September 14.
Just go to the Ubisoft Club website, and click "Get the game now". You will need to log in Uplay in order to download it. Once you get the game, it’s yours forever.
The Ubisoft Club is giving away a free PC game in every month as of June to celebrate Ubisoft's 30th anniversary. First we obtained Prince of Persia: The Sands of Time in June. Then we got the original Splinter Cell in July and Rayman Origins in August. Actually, there will be three more free Ubisoft games till the end of 2016.

I'm not home until Friday and I want to know if I can play it on my PC 'cause my laptop is below minimum requirement. Thank you in advance
And it seemed like DLCs aren't included, I'm not sure. 😕
Anyone knows will this be free on Steam as well?
