Your motherboard has a AM3 socket! The Core 2 Quad is LGA 775 socket and the AMD 750k is an FM2 socket!
For your best choice pick an AMD Phenom II x4 900's series (the 960T BE, 965 BE... ...) and they are cheap too! 😀

And yes, the HDD can slow down the PC, but in boot times....in game play it doesn't really have a big effect even a 5400rpm drive can handle games with good performance!
The major problem is that I think that you have a bottleneck between the GPU and CPU! Because your CPU is way older than your GPU and because of that there are performance drops!
But here FRAPS is the major issue, because it consumes a lot of resources when it's running, thus there are performance losses!
Try running the game without recording with FRAPS and I guarantee that you'll have a better performance!
But if you still want to record game play videos then I suggest to upgrade to a Quad Core or a Hexa Core CPU!

Why are you using fraps in the first place?
Are you doing game play videos?
How many RPM's does your HDD have?
What interface are you using for the HDD?
And maybe there are some bottlenecks, because your CPU is an older one, and the GPU is a never model... So it's too powerful for the CPU so neither are bringing full performances!
What type of ram are you using DDR2 or DDR3?
Answer these and I might have the answer for your problem!
