I dont know if any body have already posted this tip.This worked for me.

Those who are having poor frame rates try turning of Direct X 11. It is done by:
1,Go to installation folder then \SinglePlayer\BMGame\Config
2,Locate file BmEngine.ini
3,Search for 'AllowD3D11'.
4,By default it will be 'AllowD3D11=True'. Change it to False.
5,Save the file and exit.

Now launch the game and see the results. I got better frame rates even at high settings
