And to answer your question the GPU has smaller fan because it is enough for it for cooling! So don't worry!
the fan is the correct size for the graphics card you should have no problems with it
after looking at the specs again it is very good value
you should get it
it is the same 400 watt so no diffent in power but the 6570 will give you better perfomance as it is a higher spec. with ATI the higher the number the better the spec
