If you want 40FPS+ then you need to play on low graphics.
On lowest without AA, AF, AO!
Preferably on a lower resolution than 720p!

1. Because XP is OLD, outdated and discontinued!!!!!! (it was discontinued/abandoned by Microsoft after the official release of Windows 8!)
2. And developers just don't support it anymore, because Windows 7 (or Vista) can handle it better and it's better to work on!
3. Most of the desktops can run Windows 7 so there is no point having an old and outdated OS!
4. I don't know if you used Windows 95 and Windows 98, but back then when XP appeared, 95 and 98 were discontinued too... every OS has an end so we have to live with it!
5. Windows 7 runs games better!
6. Windows 7 offers more possibilities and features!

Sorry, but he wont get 60FPS!
His card has only a 650MHz GPU Clock, and the Powercolor version is only a GDDR3 card so it has only a 900MHz Memory Clock rate and 1800MHz Memory Data rate, so he won't get 60FPS!
But with his build he can play it on medium too up to 720p resolution with 30FPS (+/-)....
And 30FPS is already smooth game play!
Most of the console games are all ay 30FPS so it's very playable!

Yes, it says that your Memory Clock is 1125 MHz!
I think that you mismatched your Memory Clock with your GPU clock!
You need to swap them...the 7770GHZ edition has an 1125 MHz GPU clock and 4500MHz Memory Clock (the GDDR5 clock!)
There isn't any problem, you just mismatched the two clocks!

Well at that resolution with your current settings...I'd say that you could run it up to medium but the FPS would be around 30FPS!
If he keeps it on low up to mid-low or low-medium, he won't need more!
Also that 1066Mhz isn't the RAM latency, that's the FSB speed 😜
And 1066mhz memory aren't bad at all!
The past DDR2 RAM had mostly 800MHz and can run games very well even now!

It's a nice laptop, but not perfectly, the good old 4670m is a very good laptop GPU, but it's not optimized for very demanding games, so I say you can play it on mid to a bit of high with a 720p resolution! 😀
Why would you use XP on that system? Win7 32bit would run flawlessly on that.
Change your OS and you're good to play on mid settings from 720p to 1080p.

Let's say from low to med on a smaller resolution...(max 720p)
With your setup you don't really benefit from the 64bit OS interface ... so it isn't a must the 64bit, it's just eating up precious memory.
With 4gb ram you can have a 32bit OS too.

I don't even know why do you bother asking...Sure you can play it on ultra with that setting....I can play it on ultra in 1080p and I have a worse rig....
P.S.
You do realize that you did a mistake installing a 32bit OS, because with a 32bit you can't use all of your RAM, you have 8GB installed but with the 32bit limitation you're able to use only3.75 from it.

If you have more of 2.4GHz dual core or more..
Graphic card 1Gb 256-bit or better.. RAM 2Gb or more... Than you can play all games.. (Maybe not all, but 99%, because this 1% is extreme demanding)
And important thing, lap-top is made for business not for games...for that is made desktop PC!

The problem is that it has only Inetel HD Graphics and doesn't have an dedicated graphics.
I'm not saying that the Intel is bad, but for a game like Battlefield 3 it just isn't enough!
