It means that how much did the developers work with the game to try to make it to run as well as possible on the PC, but it seems that they failed!
What I mean that is one of my friends has well over the minimum requirements but he still has very big issues running the game on the lowest settings, but he can play BO2 with medium to high settings!
Which concludes that this one is badly optimized! 😜

you need to buy a copy for it to work on steam no way around it steam blocks cracks

it is only a steam game does not work without steam
