From medium to a bit of high!

In decent what do you mean?
With decent performance I mean that you'll get 24-30FPS with low or medium settings with non HD resolutions that are under 720p!
When I mentioned the 4670, I clearly said that that is the fair minimum to have to begin with so you can run the game. (with low graphics and resolution)
But I have ATI RADEON HD 4670 and it did not run call of duty black ops 2 with a decent graphics and performance so i don't recommend this graphics card .

To play these new games with integrated graphics is just impossible...!
Even if you had the Ivy's Intel HD 4000 you wouldn't be able because integrated graphics just aren't up to graphically demanding games like this!
If you'd like to run it I'd suggest to have the very minimum a GT 220 or an ATI Radeon HD 4670 to run it with decent graphics and decent performance, you maybe will be able to run it in HD but not with the best performance!
If you want a true HD experience then do for a GTX card from nVidia (starting from the GTX 560 because the 550 just isn't up for it!) or a 59xx's family, 67xx's family or above or 77xx's family or above from AMD!

Install the redistributable programs (DirectX, .NET Framework). Or if this doesn't work, then buy the game! Simple as that!
Well...the best value for the money is an AMD Phenom II x4 960T! This is a very cheap model and has a great performance!
I never had to wait too much with loading! It loads everything very quickly!
If you can find one than go for it!
The best part is that if your lucky and your motherboard has the option you can even unlock your CPU's hidden cores and you can make it a hexa core...but unfortunately for me it didn't worked out... 😞

Yes, you'll be able to run it from mid-low to mid-medium with a max resolution of 720p.
But seeing your specs I don't get it why are you using a 64bit OS?
Your PC wont benefit of the 64bit benefits, like more RAM, because you only have 4GB!
64bit is recommended if you have more than 4GB, but like this the OS is eating up more memory and you wont be able to use many of it....
My opinion is that up to 4GB a 32bit OS is enough, because it eats less memory and your PC runs faster!

Like I said on AC3, you need 4GB+, but for this game you really need 4GB+ because you have a 54bit OS!
You can, if your Windows 8 is 32bit, but if you have 64bit you'll have some lag, because the 64bit interface eats up your ram, and seeing that you only have 2GB than you'll have a very small amount remaining for the game!

Update your DirectX and .NET Framework!
These should be included with the game and you should be prompted at the end of the installation if you want to instal them or not...
Search the directory where the game is installed and you need to find a "Redist" or "Redistributable" folder.
In there you'll find all you need to install to fix your run-time errors!
You can run it in medium and maybe a bit of high in 720p. 😀

You could, but I don't see the reason you have 64bit OS, because you don't get any benefits from 64bit with your current laptop.
It says clearly that for 64bit you need a minimum of 4GB RAM.
You really could switch back to 32bit in that way your laptop will save more memory and will run faster.

You'll be able to run it, but the fact that you have a laptop and looking at your specs (mostly the GPU), you'll be able to run it with like low to mid settings and a max of 720p resolution.
