To Upgrade DX you need a new video card! To Update DX, you just install the update package!
But if you want a bigger DX then 8 then you need a new GPU that supports the DX you want!
The best solution is to buy a DX 11 card and that supports all versions of DX so far!

You can't upgrade DX compatibility!
First of all the hardware needs to support it first, to take advantage of it!
If a GPU is DX8 then it can't be upgraded to support 9,10,11 and same with others.
And by having latest DX11 installed on your PC doesn't mean that you have DX11 compatibility....it means that you have the latest DX11 software, but the hardware will only use the ones it can, in this case DX 8.
