Yeah, i have used the gpu z that was with my gpu tweak and it shows i have dx v 10.1

Your run time IS DS11, because you have that installed, but that doesn't mean that your GPU supports it.
You can even install DX12 if your on Windows 10, but with your GPU you'll only be able to use dx10.1 no matter what you do.
