two ways
first way find all the parts and OS your self i.e shop around and get the parts delivered and build it your self (long way can be cheaper this way)
second way go to a dedicated custom pc builder website and select parts and they build it and deliver it to you door or you pick it up (quick way can use up your budget fast most companies do a gaming computer within your budget)
keep your mouse,keyboard,monitor,speakers and just get a new tower case to save money

this is one of the first games that is dx11 only you need dx11 GPU hardware to play it

mostly i think it is based on the latest hardware at the time to force people to buy new hardware
the gaming industry helps hardware companies sell new hardware
when in most cases you do not need to upgrade unless you have very old hardware or you just have to get the latest thing on the market
you can get a good self built factory overclocked gaming system the will play all modern games on high to ultra for less than £600/$900/700euros

You need to mess with the core voltage to overclock, not with software...
Do you know how to do core voltage modding?
But even if you manage to overclock it, you won't gain that many performance, because your other specs aren't up for it!
So there is not really any use for it!
